I've got an issue where our VOIP quality becomes very spotty if someone calls into our system using a cell phone. If someone calls in from a land-line or another VOIP system, quality is perfectly fine....

The cause is weak signal or spotty coverage for the mobile phone caller.*edited to clarify the point

There is no compelling reason why it is the VOIP system.  If all other manner of calling in and out work fine then you have to reduce the problem to the main cause.

Have the phone company test the lines that connect to your PBX.

Turn your phone completely off and then turn it back on.  See if you have a clean call then.

Sounds like you've ruled out all of your systems.  This would be either the cell phone users themselves or someone in the chain leading up to you.

Most likely it's your provider. Their routing for wireless carriers is taking a different route in. I wouldn't doubt that it would be different for different wireless networks.

VOIP quality fine unless a someone calls in on a cell phone

What codec is the caller's using? if the quality is iffy, the quality could be worse if you are using a codec to save bandwith instead of voice quality.
